I am directed by Secretary Sir Edward Grey to transmit to you herewith to be laid before the Secretary of State for the Colonies, a copy of a letter which has been received from the War Office proposing that the quarterly return of arms and ammunition exported from Hongkong to China should be discontinued. Sir E. Grey sees no objection to this proposal, but I am to request that he may be furnished with any observations which Lord Elgin may have to make on the subject.
